
Every year, thousands of foreigners in Peru face the same problem: expired documents and complicated procedures.
The good news is that starting on September 15, 2025, a new migration regularization process will come into effect, approved by Legislative Decree No. 1582 and Superintendence Resolution No. 000110-2025-MIGRACIONES, designed to provide a clear and accessible solution.
Who can apply?
This regime is aimed at foreigners who previously held a valid migration status but whose documents have now expired:
Foreigners who have exceeded their legal stay in the country, holders of expired CPP (Temporary Stay Permit) or PTP.
Foreigners with expired legal residence, identified by an expired Foreigner’s ID Card (Carné de Extranjería).
Minors in an irregular migration situation, to facilitate their formal incorporation into the system.
Who does not qualify?
The process does not apply to foreigners who entered Peru irregularly and never applied for a permit or residence with Migraciones.
In those cases, the sanction of expulsion will be enforced under the Special Exceptional Administrative Sanctioning Procedure (PASEE).
Procedures and requirements
- Applications are processed through the Migraciones Digital Agency.
- Those who wish to change their migration status or request an extension must not have criminal, police, or judicial records, and must not have alerts in INTERPOL.
- Applicants for a status change must submit the required documents according to their previous status (expired CPP/PTP or Foreigner’s ID Card), all through the digital system.
Complementary operations
Verification and inspection operations will be intensified throughout the country.
Socioeconomic data will be collected during the application process.
There will be monitoring of lodging registrations, as part of the comprehensive migration control plan.
